Leigh Parish Council acts as a consultee for all planning applications in the parish.  Sevenoaks District Council is the planning authority and will decide whether or not an application is granted, taking into consideration comments made by the Parish Council and other consultees, such as Kent Highway Services and The Environment Agency.

The Council considers that the design of the proposed houses is very much in keeping with the style of the Garden Cottages and, because of the space between this southern block and the other blocks, does not significantly detract from the overall appearance. So the Council supports these applications with the following provisos:- (1) Because the proposed houses will overlook the neighbours’ gardens and will be very close to the boundaries, the Council considers that there should be a clear metre’s gap between the proposed 9A’s eastern side elevation and the eastern boundary. (2) To further reduce the impact on the neighbours, the first floor window looking out from the landings of 9A and 14A should be fitted with obscured glass. (3) Although the Council supports this application, we consider that fitting extra houses on the ends of the other blocks would significantly spoil the appearance of this Arts and Crafts development. Thus, the Council’s support for these applications should not be taken as a precedent for any further applications.

We have no problem with the proposed ground floor and feel it should be possible to adjust the proposed second floor and roof to meet the objection.

Leigh Parish Council strongly objects to this application because the dwelling has already been extended by more than the 50% allowance. Floor area as at 1948: 102.1 m2 ( i.e. base for 50% allowance). Floor area as existing: 160.7 m2 Therefore circa 1969 extension of 58 m2 so already increased by more than 50%. The applicant is trying for a further extension as follows:- Floor area as existing: 160.7 m2 Floor area of permitted development application: 239.3 m2 with all the little bits and pieces added in. Total area of this application: 234.5 m2 (i.e. slightly less than the area of permitted development but 130% increase over the 1948 figure). Further, the applicant and his agent are making consideration of the plans difficult as the existing plan does not have a north cardinal, no notation of which way up are the floor plans and front, rear and two flank elevations while the proposed plans have a north cardinal pointing to the left of the paper and north, east, west and south elevations. I have had to deduce that the existing plan has the main entrance or west side at the top while the proposed plan has turned this upside down with the west side at the bottom. Change of use of land and the erection of a new small B1 office (photography editing) Leigh Parish Council welcome the effort to tidy up this site which has, over the past few years, become an eyesore in the village. However, the Parish Council object to this application on the following grounds: 1. The plan is inaccurate as the boundary on the plan is not shown in the correct position. The actual boundary is marked by boards about half a metre into the site, and it is not the leylandii hedge which was planted by the daughter of the first owner of the adjacent property, Kiln Mere (name changed from Ensleigh in 2007). 2. There is safety concerns about the vehicular access as the distance between the site's boundary and the narrow railway bridge is only 12.4m. Also the road bends to the left when viewed from Lower Green, so it is felt that this proposed access would be dangerous. Members would like to make the following comments on the proposal: 1. The print works had no parking spaces. Three vehicles were parked there in 2009 with the intention that they would be there for a couple of weeks, but have since been abandoned. One has been vandalised and vegetation has grown up around them. 2. There is no water or sewage connection to the site (the printer used to use a neighbour's facilities). Adjacent properties have to use pumped systems as they are below the level of the nearest water drain. 3. There is no existing watercourse on or connecting to the site, which could cause a flood risk. 4. The printing works shed disappeared from the site about 25 years ago and, with the exception of the dumped cars, no use has been made of the site. 5. It is possible that there is some contamination of the site.

The inset plan of the conservatory's north wall, which is the wrong way round, shows a brick plinth with glazing above and, above that, a glazed roof.  Members question whether this is the correct treatment for a wall on, or very close to, the boundary. If this point is to the satisfaction of the planning officer, then the Parish Council is happy to support the application.
