Parish Council Minutes for 3rd July 2006

Minutes of the ordinary meeting held on Monday 3 July 06 in the Small Hall, High Street, Leigh, under the chairmanship of Cllr C Stratton-Brown commencing at 8pm.

APOLOGIES FOR ABSENCE were received from Cllrs Mrs H Powell and P.Croft.

PRESENT Cllrs A Johnson, J.Knock, G Marchant, A McCarthy, M Pollard, R Sykes.

IN ATTENDANCE Mrs Ottaway and friend, Cllr Mrs Cook, County Cllr P Lake, Sp Parish PC. G Eade and the Clerk Mrs Phillips.

MINUTES the minutes of the meeting held on 5 June 06, which had been previously circulated were agreed and signed by the chairman as a correct record.

MATTERS ARISING THEREFROM

  • Recycling depot visit, Mr Nouhan on holiday, to be arranged. Mr Nouhan to be asked for follow up article on recyclable and non recyclable plastics.
  • Rubbish bins on order, Clerk had clarified that the land on Porcupine Hill where one will be sited is owned by Parish Council.

REPORTS

Cllr Mrs A Cook reported on the recent pilot CPA inspection at Sevenoaks result of which appear encouraging. It is hoped to increase the number of budget consultation roadshows around the District, likewise the number of listening days. An Extraordinary Council meeting was held to discuss the future of the Sevenoaks Playhouse, and whilst the scheme proposed by Barratt was rejected, the Council reaffirmed it commitment to retain a theatre/cinema in Sevenoaks. The Halls Green Adventure Centre in the Weald has vacancies, further details from Sophie Lord at the SDC. There is now a dedicated 24/7 racial abuse line on 0800138 1624. Residents views are being sought on the way gambling will be regulated in the District following the transfer of responsibility from the magistrates to the local authority. SDC in conjunction with three other DCs will have the services of the Clean Kent Rapid Response Team which will be in the district for one week in four. There will be some help for private landowners suffering from flytipping under this scheme. Lastly surveys on the Community Plan and Local Development Framework are being sent out to people in the community. The Clerk had received one for the Council and was asked to fill it in.

Cllr Knock reported that he had received complaints about the pond at the Crandalls, the maintenance agreement with SDC does not appear to be working, likewise there are nettles and brambles on the path through to Meadowbank and from Well Close to the Crandalls. Cllr Mrs Cook agreed to speak to Mr Latheron regarding the pond, Clerk to speak to WK housing and Cllr McCarthy would raise the matter of the 'natural' garden at the end of Well Close with the Residents Association secretary Mr Davidson. Mr Knock made the point that the Parish Council is only responsible for mowing the Green and Charcott Green and when Well Close had been built the Parish Council had declined to take over the maintenance of their pond, the Council should not accept responsibility for these problems. Noted.

County Cllr P Lake spoke about the usual problems at this time of the year for children wishing to go to secondary schools in Tonbridge and Tunbridge Wells; also the problems of traffic on the A2 and M25. The Towards 2010 document has been launched by the KCC a local board meeting is being held on Wednesday 19 July at Sevenoaks Town Council offices, to which the Parish Council has been invited.

Cllr Knock spoke about the bureaucracy he has experienced with the change of organisation to Kent Youth Connect and asked Cllr Lake whether this was necessary. Cllr Lake agreed to speak to Brig. Mike Hill who is the portfolio holder. Cllr Lake ended his report by announcing a grant for the school of £1k and also the same amount would be made available for youth sports in Leigh. Thanks were expressed. Cllr Marchant asked when the first cut of the rural verges was expected? Cllr Lake agreed to chase up the matter the next day.

Sp. Parish PC G Eade reported that again an incident of tyres being let down was not being reported to the police but directly to him, which is OK but he cannot always respond as promptly as his full time colleagues. He was aware of the vandalism in Hollow Trees Drive, the vehicle on the old printing works site in Lower Green has been reported, and the recent vehicular incident on the green is being followed up. The juvenile vandalism with cars has been followed up and relevant parents have been contacted.

Village Halls update The new toilets were officially opened by Cllr Mrs Cook on 16 July 06.

PARISH PLAN

The speed watch training is being organised.

ENVIRONMENTAL MATTERS

The grass around the horse trough and on Porcupine Hill, which was cut without a grass box, has now dried and looks untidy. The chairman thought that it might be possible to dispose of this on the allotments, Clerk to speak to Cllr Croft.

CENTRAL RAILWAYS (now EuroRail Freight Route)

Cllr McCarthy handed out a circular and reported that NATCRAG will be changing their name, he will be attending their next meeting. The EFR has the same backers but their new plan is more sophisticated. The good news is that the revised proposal will not come anywhere near Leigh, but will use the Channel Tunnel and then go to Barking and beyond.

PLANNING

The following applications were received for comment:

SE/06/01414/FUL 1 Knotley Hall Cottages, Chiddingstone Causeway, single storey rear extension. There were NO OBJECTIONS to this application

SE/06/01243/FUL The Old Stables, Moorden Farm, Chiddingstone Causeway. Realignment of boundary fencing and hedging to NW and SW corners of plot. There were NO OBJECTIONS to this application

SE/06/01370/FUL The Priory, Scabharbour Road Hildenborough. Extension to form day room, reakfast room, and basement to rear first floor bedroom accommodation to rear, bay extensions to front. Amendment to approval SE/05/00256. No comment.

The Council was in receipt of a Tree Preservation Order on the Silver Birch Trees at the entrance to Saxby Wood, High Street Leigh. Noted

The following decision notices had been received:

SE/06/00971/FUL Sevton Farm Powder Mills. Single storey side extension GRANTED

SE/0600254/FUL Shoe House, Leigh. Demolition of existing building and replacement with new dwelling GRANTED

Cllr Knock asked if the amendments had been made to the Annual Accounts, the Clerk thought these had been done but Cllr Knock would check, then they could be signed off at the August meeting. Agreed

ANY FURTHER MATTERS FOR THE CLERKS ATTENTION

Cllr Knock reminded everyone that there were elections in 2007 and suggested that an item should be put in the magazine. The Clerk reminded everyone that this was done in about February and she felt that anything written now would be forgotten by March next year. It was agreed to insert a one liner in October/November with the usual follow up in the New Year.

Cllr Pollard said that the bench opposite the school was being fixed.
